More precise translation of the title would be something like "When I'm free". Воля is roughly translated as "freedom", and can mean both freedom of a body and a mind.

1 - or just "a serious man"
2 - the idea is that days and nights pass and he's free to do whatever he likes (say, after being released from a jail)
3 - more precise but less poetic: the wind blows in (people's) faces

The song can of course have its own meaning to those who listen, but in its music video taken from the movie "Зона Любэ" a man returns home being released from a jail and meets his old love who didn't expect to see him at all.
