Hi! I don't understand what you mean when saying "in arms"
Shouldn't it be translated as "regiment" ?

Hi, if you mean the literal translation of the phrase 'в строю', yeah, you can say 'regimented'. But in fact, it's an idiomatic expression.
'In arms' is figuratively synonymous with 'in battle, at war, in a struggle'. At some point, i refer to 'brothers in armes' what means those who are fighting on the same side of the conflict.
