Is he asking to be accepted as welcome, since he is arriving and indroducing -
or is he offering welcome?
"Bienvenido" dice el que recibe visitantes, no el que llega, no?
As I have understood the speach so far,
it is the words of a person who just has arrived at a great meeting, where poeple from all islands of Tonga and elsewhere have gathered.
There are old enemies of him amongst them, and he asks for peace during the time of the meeting
