I think the interpretation given in the footnotes is not correct. Letov writes: "It was written during a news segment reporting on the course of the war in Iraq. What was happening was so symbolic, meaningful, that the song appeared instantly. USA had and have a free hand after the fall of USSR also Russian Federation was friendly to the USA. Letov as a lover of freedom didn't like all that.
