Alright me and Panfilov are about to throw hands. My dude over here with the first part I thought was nonsensical jargon actually being a sentence backward. I give him a lot of credit but Jesus...seriously? The passive aggressive asshole in me is going to do what he did and I'll leave you a footnote to know what it is the right direction. It is backwards backwards. Not only are the words flipped but the entire sentence is either. But it is done stylistically (like the sentence is almost a threat to someone nitpicking it like me) and it goes into the song's meaning.

I've had "Кто кому судья" from "judge" to "interfere" several times in several renditions so your English is fine. It is hard to find the right way to get this line because it's just so weird. But this does help, and I might have to translate that song you linked into English. But that does make sense, given the line's context. I hope this is better.
