In any case, half a transcription is never better than a whole and correct one.
I think the way to deal with this is not to delete the partial transcription, nor to allow it to stand as if it were a correct one, but to mark it is incomplete and block translations until the transcription is completed.
Not blocking translations of known erroneous transcriptions risks wasting a lot of other people's time in translating wrong transcriptions. What do you do when a wrong or partial transcription has been translated to 27 languages and then the transcription is proved to be wrong and gets corrected? Do you delete all 27 wrong translations or do you let them stand? Either of the two is a disaster. That's why you need to act as early as possible, which is precisely in catching transcription errors.

BTW, as in the case of the Savvopoulos video transcript that we had about a month ago, if you can find a video with the shortened lyrics that correspond to the transcript, you'll have solved the problem and be done. The transcript will be correct and all translations too. And if someone wants to post the unabridged version, they will also be able to do so.
