Hello Metodius,
the first time I heard this song now, I thought of the meaning of "contar" in this context quite the opposite to your comment! For me it has the meaning "to count". I cannot explain it, it is so poetical, all about feelings and the time going by. It makes more sense to count hours, days and month, than to tell them.
And I suggest as translation for the title the engl. noun "sceam". There might be the verb "to bellow" , but as a noun it has the meaning of " um fole de forja". Hope to have helped you.
