More like "I will instruct them to deface the rubble // With slogans at night".
"Die sollen..." is colloquial shorthand for "They will be instructed to..." in this context.
You hit it on 'sledgehammer'; 'Parolen', in context, would be 'Graffiti', I think...
Another minor tidbit, I believe "get/grab the sledgehammer" is slightly more natural than "fetch...".
