It's mostly unintelligible but it sounds like she's imitating a radio DJ.

I think this is close. With your suggestion, I hear:

"We're blasting so many tunes with you here tonight. This is DJ Nell Starr comin' at ya!"

Maybe Nelly playing on DJ Mell Starr?

Maybe this is it. I'm not too familiar with Nelly's history, but I'm inclined to agree with this.
