"Réunit" is 3rd person, singular, not imperative. If it were imperative, the vocative comma would be missing in French as well.

Yes, it is. To convey the sense of "may the God reunite those who love each other" one would use subjunctive: "Dieu réunisse ceux qui s’aiment" - and I heard it being sung that way as well!
