No, the very title is:"Nel blu dipinto di blu", even if many people name it"Volare"!

I have taken the liberty to correct some little typing errors, and also the form "negl'occhi" with the aphostrophe. I don't know if it could be correct in some way(I don't think so), but it surely sounds bad, like an old and desuete form.
Here is what Treccani site tell about it:
"La norma vigente sembra piuttosto stabile nell'indicare sempre la forma piena, sia davanti a parola cominciante con vocale diversa da i (gli avvenimenti, gli esteri, gli ordini, gli uomini), sia davanti a parola cominciante per i (gli Italiani e non gl'Italiani; gli anni e dunque negli anni e non gl'anni e negl'anni)"

This is your opinion about. On my part, I could say that apostrophe is at least wholly unnecessary . And, according the opinion of Treccani Institute, that is one of the most prestigious institutes about italian language, we must consider this like an uncorrect form.
About "desueto" Treccani literally says:" Parola di una certa ricercatezza e letteraria eleganza".
Actually, an equivalent word to substitute this desuete/obsolete even elegant term doesn't exists so far... ;-)
Questa canzone rapprensentò l'Italia al Concorso Eurovision 1958.
