И никто не хотел быть виноватым без вина

This is a pun, based on the words виноватым (vinavatym - guilty) and вина (vina - wine). The literal translation would be something closer to:

And nobody wanted to be guilty without wine

It is possible that wine in this case references something that softens the tough world of the Soviet Union towards the end. Either way, I thought not having another pun would do this song a disservice, so I inserted a pun of my own that, I hope, also worked in this context.
